An accessible public transit system as a right for people with disabilities in Taiwan

Abstract

In this chapter, the authors describe and evaluate attempts by the Taiwan government to develop transportation policies and practices that meet the needs of people with disabilities. Taiwan has a long history of disability legislation, but since the passage of the Law of Implementation of UNCRPD in 2013, it has been required to reform and redirect its disability legislation to conform to the human rights model of disability. Analysis of the historical record of the Taiwan government’s disability legislation was combined with qualitative research with people with disabilities and officers of the associations that represent them. The purpose of the interviews and interactions was to collect the respondents’ opinions about and experiences of using the public transit systems in Taiwan. The results indicate that the current public transit systems and various policies implemented by the government need to be changed to fulfill the mobility rights of people with disabilities in Taiwan.
