Changing policies, durable inequalities: youth flows and transitions in the Brazilian labour market

Abstract

The transition to adulthood is a movement that intersects multiple transitions regarding family, work, and educational lives of youngsters. The way these events occur and are interconnected determines the structure of opportunities, which have important consequences on their future social positions as adults. In Brazil- the focus of this chapter, durable inequalities have been segmenting the trajectories of young people not only by age, but also by sex, race, urban-rural residence, and the socio-economic characteristics of their household. From 1994 to 2014, in a context of economic growth, Brazil put into place a set of public policies targeting wage inequalities and poverty alleviation. This changed from 2015 on, with a less encouraging economic context for youngsters coupled with important labour legislation changes in 2017 and 2018, that impacted labor insertion for this population. The chapter will compare the two scenarios. Authors will adopt a longitudinal approach based on the analysis of worker flows (or transitions).
