Abstract

New forms of work, such as those in the platform economy, can in some cases offer employers and workers increased flexibility in how, where and when work is carried out. However, there are also risks that new forms of work can lead to the “wrong kind” of flexibility with some workers finding themselves in a vulnerable position which may be exploited. This is a challenge not only to equity but also to the efficiency of the labour market and there is therefore a strong case for government intervention. The kind of intervention needed will depend on the underlying source of vulnerability and this chapter sets out a framework to think about these sources of vulnerability, with a particular focus on the self-employed (in the platform economy, but also beyond). In addition, the chapter provides recent examples of policy interventions from across the OECD.
