The public-private partnership market maturity research frontier

Abstract

The institutional dimensions of public-private partnerships (PPPs) have become increasingly important in recent years, especially during the Covid-19 epoch as governments plan their post-pandemic recovery efforts. However, quantifying and analyzing these institutional factors and their effects on PPP preparation, execution, and management remains difficult. Data on the subject is limited and few studies have attempted to reasonably measure PPP market maturity, despite growing evidence which suggests that sustainable, long-term PPP projects depend on enabling institutional environments. This chapter thus attempts to define what PPP market maturity is and what data is available to measure it, offering scholars new research frontiers for exploration using these novel sources.
