Forced technology transfer and Chinas industrial policy: a case study of high-speed rail

Abstract

Is China forcing other countries to transfer technology to it? What do we mean by 'forcing'? This chapter investigates the case of China's high-speed rail development to shed light on these questions. It looks into the reasons as to why some foreign companies have been 'willing' to work with China to develop its high-speed rail industry, sharing their technologies with China. It argues that the word 'forcing' or 'forced' is overly loaded, and its use has been misplaced for other purposes, mainly political motives.
