Abstract

Despite attempts to develop a coherent supranational policy within the domain of infrastructure, there can be little doubt that it is states that still very much drive the process of infrastructural integration. As a policy measure, TENs has been of limited effectiveness largely because it depends upon states for finance and political support and this has not been forthcoming in a level desired. This has limited the ability of the EU to develop an infrastructure strategy that exists beyond the co-operative territoriality of states.
