Energy crossroads under Chinas Belt and Road Initiative

Abstract

In vast regions of the world, there are still huge gaps in access to energy that limit human development. China's Belt and Road Initiative (BRI) aims to fill these gaps, but there is great uncertainty as to whether the path of energy development will be based on coal or renewable energy. This chapter contributes to the discussion of the consequences that the BRI may have on GHG emissions and, therefore, on climate change. First, we present a review of GHG emissions, focusing on the production of energy from coal. Next, we estimate the level of GHG emissions that would be emitted in BRI development scenarios based on coal. Finally, we summarize the state of renewable energy, including the current and potential production of the BRI countries. With this information, we discussed how the BRI can be a threat or an opportunity for leading climate action and compliance with the Paris Agreement.
