Resource nationalism: historical contributions from Latin America

Abstract

Resource nationalism has made two distinct contributions to wider issues of economic nationalism and international political economy in Latin America. These contributions focus on how resource nationalism served as the backbone of development thinking and as a vector of external projection. By looking back at early manifestations of resource nationalism, this chapter questions some of the distinctions between structural, ideational and identity approaches, encouraging a more integrated view of resource nationalism. Examining early manifestations of resource nationalism allows to reconnect globalized ideas of development to local labour, political struggles, and to notions of nationhood. These ideas and movements reached a tipping point in the 1930s throughout the region and inform more recent expressions of resource nationalism. Further, the chapter delves into the rise of the thirdworldist and Non-aligned movement (NAM), to explain how natural resources were leveraged as a force for multilateralism and regional integration.
