Know your beneficial owner: PEPs and beneficial ownership transparency

Abstract

African PEPs make use of off-shore jurisdictions through which to launder their proceeds of crime, particularly due to the secrecy attaching to the beneficial ownership of off-shore companies. This chapter reviews the work of the FATF and G20 in setting international standards designed to enhance beneficial ownership transparency and the response of African countries in their domestic laws. The chapter then undertakes a case study of the moves towards beneficial ownership transparency in the British Overseas Territories and the UK Crown Dependencies including the development of public beneficial ownership registers.
