Abstract

This chapter explores the scope of the presidential power of pardon and its use and potential abuse to protect corrupt PEPs. In doing so, it reviews the provisions in numerous African Constitutions and critically analyses the adequacy of the constitutional safeguards on the exercise of the power. The issue of pre-emptive pardons given to corrupt PEPs is also explored.
