The factors in the establishment of the Shizuoka sake brewing cluster: regional human resources enabling open innovation

Abstract

The Shizuoka reginal sake cluster emerged after the 1980s. Three regional inputs are relevant to this case: (1) Sake brewing is supported by several Toji, the migrant sake artisans’ groups. There were Shida Toji in Shizuoka, but they almost ceased migrant works and found permanent positions in Shizuoka breweries at the time. (2) Shizuoka yeast is one of the premium sake yeasts available only for Shizuoka breweries. It was found in 1980 in Shizuoka by a prefectural brewing engineer. (3) Then, Tojis from different regions tried to brew unique sakes with the yeast in Shizuoka breweries. The engineer watched over them and formulated the standard process of the Shizuoka yeast sake with premium character for the Shizuoka breweries. A successful open innovation requires not only new technologies from outside, but also good skills inside. The efficient skills of ex-Shida Toji contributed to the establishment of the Shizuoka sake cluster.
