Abstract

Achieving the 1.5oC Paris Goal and realizing carbon neutrality by the middle of this century require a major transformation of state actions in governing mitigation and the low carbon transition (MLCT). Given the multiple SDGs, a key question is how to make nation states more effective in pursuing MLCT objectives while developing. This book explores China's experience of combining fast decarbonization with vigorous economic growth in the 2010s in the search for an answer. With a governmentality perspective, it examines the political rationalities of the relevant authorities, their governing techniques and technologies, the outcomes, and the challenges and obstacles at both the central and local levels. This introductory chapter presents evidence on China's MLCT performance in the 2010s. It provides a preliminary introduction to the perspective and identifies the key gaps in the existing literature. It ends with the story of this book - why and how it was written.
