In: Cultural Policy Beyond the Economy

Abstract

Beginning with a consideration of the ‘hierarchies of legitimacy’ that form on the basis of assumptions of value and excellence, this chapter argues that these hierarchies are the outcomes of the interplay of artistic and social factors, including power dynamics. Also relevant is the phenomenon of the middlebrow which is a space of cultural taste and production which traditionally is outside dominant frames of excellence. Often these cultural forms are associated with the commercial sector, but increasingly this positioning is being reconfigured by moves to subject all areas of art and culture to the imperatives of the market. An important aspect of this trend is the use of the arts in placemaking and city branding and here the staging of art fairs and biennales is a fascinating example.
