Resilience and risk governance: current discussion and future action

Abstract

Traditional risk analysis as a technique to quantify and control threats is limited in its approach to address risks within highly uncertain, complex and integrated systems, and a new paradigm is needed to characterize risks for which limited data currently exists. Resilience analysis was developed as a method to address system functionality and the return of functionality following an adverse event. This chapter defines resilience, and explores the use of resilience analysis in the US government and among international organizations. Further, the use of risk governance is explored as a complementary tool to resilience and risk analyses and its justification for use as an adaptive governance technique. The chapter ends with discussion on the incorporation of resilience into risk management and law practices using decision analytical techniques, as well as the use of adaptive governance.
