Resettlement in the interbellum, the Second World War and its aftermath

Abstract

In this chapter recourse is had to the resettlement past UNHCR inherited. It starts in the interbellum and includes the prelude to the Second World War - a time of closed borders and attempts to resettle refugees in overseas territories - and the aftermath of the War. In the latter period, the International Refugee Organization (IRO) resettled a million refugees: resettlement was then wholly cast in terms of emigration (and it could not but be by want of substantive refugee law obligations at the time). The chapter ends with the creation of UNHCR.
