Abstract

El crédito de fomento ha tenido un papel importante desde la década de los 50 en la financiación de proyectos de inversión que generan incrementos de producción y empleo en los sectores manufactureros y agropecuarios. Para el desarrollo del tema, el capitulo se organiza de la siguiente manera: Primero se hace un resumen de la evolución institucional del crédito de fomento en Colombia; se analizan los antecedentes y luego su evolución, propiamente dicha, a partir del Decreto 384 de 1950. Así mismo, se explica por qué a los bancos centrales de los países en desarrollo se les ha asignado normalmente un papel importante en el apoyo financiero al crecimiento económico. Luego se analiza el manejo que el Banco de la República le ha dado a los fondos, y cómo se han hecho compatibles las funciones de política monetaria con las de crédito dirigido. Para ello se analiza la evolución de las fuentes de recursos de los fondos financieros y la evolución de sus usos.
