Abstract

Después de su misión, el profesor Edwin W. Kemmerer se mantuvo activo como asesor financiero en varios países latinoamericanos y de otras regiones del mundo. En su visita a Colombia en 1930, el profesor gozaba de una amplia reputación internacional y se consideraba como un factor de los recortes presupuestases y del aumento del impuesto que se quería adelantar. El profesor Kemmerer tenía muy claro que una de las principales motivaciones de los gobiernos, al contratar asesores norteamericanos, era la de atraer capital de ese país. Además del objetivo "político" externo el gobierno de Olaya, también perseguía fines políticos internos. Indudablemente, las reformas que propuso la segunda Misión Kemmerer hubieran podido ser realizadas por economistas y expertos locales, sin embargo, las ventajas de la Misión no eran puramente políticas.
