Gebührenmaßstäbe als Einflussfaktoren auf die Höhe der Hausmüllgebühren: Systematik und varianzanalytische Untersuchung

Abstract

[...] Der Beitrag ist wie folgt gegliedert: In Kapitel 2 werden zunächst grundlegende Einflussfaktoren auf die Höhe der Kosten kommunaler Entsorgungsleistungen beschrieben und der State of the Art zu ihrer Erforschung aufgezeigt. Anschließend wird der Zusammenhang zwischen den Entsorgungskosten und den Hausmüllgebühren thematisiert. Die Gebührenmaßstäbe dienen dabei nicht nur als Kalkulationsbasis, sondern besitzen eine Lenkungswirkung auf die Restmüllmenge und somit einen indirekten Effekt auf die Entsorgungskosten. In Kapitel 3 werden die in Deutschland zu beobachtenden Gebührenmaßstäbe systematisiert und die Häufigkeit ihrer Verwendung beschrieben. Kapitel 4 beinhaltet varianzanalytische Untersuchungen zur Hausmüllgebührenhöhe. Hierzu werden zunächst forschungsleitende Hypothesen formuliert sowie die Analysemethodik beschrieben. Im Anschluss werden die Datenbasis sowie zentrale Modellprämissen offengelegt. Im Fokus der Analyse stehen die Variabilität bzw. Intravariabilität der Gebührenmaßstabskombinationen, die bezüglich ihres Einflusses auf die Gebührenhöhe untersucht werden. In Kapitel 5 werden abschließend abfallwirtschaftliche Implikationen sowie methodische Limitationen diskutiert.
