Abstract

Ideen und Interessen sind untrennbar miteinander verbunden. Sascha Münnich belegt dies am Beispiel des Entstehungsprozesses der Arbeitslosenversicherung in Deutschland und den USA. Der Autor zeigt, dass auch vermeintlich rein materiell orientierte Akteure, wie Gewerkschaften und Unternehmer, Ideen brauchen, um ihre Interessen am Arbeitsmarkt zu erkennen. Die Entstehung des modernen Wohlfahrtsstaates lässt sich deshalb nicht erklären, ohne zugleich ökonomische und kulturelle Faktoren einzubeziehen. Eine detaillierte Analyse historischer Quellen zwischen 1900 und 1935 belegt dieses Zusammenspiel ökonomischer und diskursiver Entwicklungen in der Arbeitsmarktpolitik.
