Internationaler Gerechtigkeitsindex: Analysen und Ergebnisse für 28 Industriestaaten

Abstract

In modernen Gesellschaften steht das Thema Gerechtigkeit ganz oben auf der politischen Agenda. Viele Menschen sind der Ansicht, die soziale Gerechtigkeit habe in den letzten Jahren abgenommen. Unklar bleibt dabei, was unter Gerechtigkeit verstanden wird. Der Gerechtigkeitsindex des Instituts der deutschen Wirtschaft Köln erfasst das Phänomen anhand von sechs verschiedenen Dimensionen (Bedarfs-, Leistungs-, Chancen-, Einkommens-, Regel- und Generationengerechtigkeit), um die Veränderungen von 2000 bis 2010 nachzuzeichnen. Dabei werden auf Basis von über 30 Einzelindikatoren (zum Beispiel Gini-Koeffizienten oder Jugendarbeitslosigkeit) die Entwicklungen in 28 OECD-Staaten messbar und vergleichbar gemacht. Deutschland erreichte im Jahr 2010 insgesamt Rang 9. Lediglich in den Bereichen der Chancen- und der Generationengerechtigkeit gibt es deutliche Verbesserungspotenziale. Ein Abgleich dieser Ergebnisse mit einer aktuellen Bevölkerungsumfrage zur Gerechtigkeit in Deutschland zeigt, wie stark das subjektive Gerechtigkeitsempfinden von der gesellschaftlichen und wirtschaftlichen Realität abweicht.
