IW-Regulierungsindex: Methodik, Analysen und Ergebnisse eines internationalen Vergleichs

Abstract

Neben Italien, Griechenland und Polen ist Deutschland das am höchsten regulierte Land in Europa. Beim umfassenden Vergleich von 28 OECD-Staaten belegt Deutschland den 22. Platz. Vor allem im Bereich Bildung/Innovation und auf dem Arbeitsmarkt besteht großer Reformbedarf, denn hier wird nur der viertletzte beziehungsweise der letzte Platz erreicht. Vergleichsweise gute Mittelfeldpositionen besetzt Deutschland dagegen beim Kapital- und Produktmarkt sowie den allgemeinen Rahmenbedingungen mit zweimal Platz 14 und einmal Platz 15. Dies sind die zentralen Ergebnisse des bislang größten Regulierungsvergleichs des Instituts der deutschen Wirtschaft Köln, der auf Daten aus über 20 internationalen Studien und auf über 100 Variablen basiert und in dieser IW-Analyse erstmals vorgestellt wird. Damit das Ranking nachvollzogen werden kann, werden nicht nur die Struktur, die Methodik, die Datenbasis sowie die Aggregationsverfahren detailliert erläutert, sondern auch Einzelergebnisse vorgestellt wie beispielsweise ein Mitbestimmungsranking.
