Bildung in Deutschland: Ein Benchmarking der Bundesländer aus bildungsökonomischer Perspektive

Abstract

Eine technologisch leistungsfähige und innovative Volkswirtschaft basiert auf einer großen Zahl qualifizierter Menschen. Ein Bildungssystem sollte daher möglichst viele junge Menschen zu möglichst hohen Ausbildungsabschlüssen führen, ohne dabei die Qualität der Ausbildung und die Aussagekraft der Abschlüsse zu gefährden. Voraussetzung hierfür ist, dass für das Bildungssystem ausreichende Ressourcen bereit gestellt und diese effizient verwendet werden. "Bildung in Deutschland" zeigt auf Basis eines Benchmarkings, dass die einzelnen Bundesländer diesem Anspruch in unterschiedlich hohem Maße gerecht werden. Die Folge: Lebenschancen und Lebensverhältnisse in Deutschland drohen, sich auseinander zu entwickeln. Allerdings überzeugt kein Bundesland mit durchweg positiven Ergebnissen; ohne Abstriche ist daher kein Bundesland als Vorbild für die anderen geeignet. So bleibt noch viel zu tun, bis Bildung Chancen für alle eröffnet, Schwache und Begabte individuell fördert, Vielfalt und Differenzierung ermöglicht und Wachstumsimpulse in und für ganz Deutschland erzeugt.
