Abstract

Das Buch behandelt Probleme des Regierens in gestressten Gesellschaften. Es geht einmal um das Phänomen der Krise, das bisher vor allem aus der Warte eines effektiven Krisenmanagements behandelt wurde, während es – wie hier gefordert – der Entwicklung einer umfassenden ganzheitlichen Perspektive bedarf, die Krisen als zugleich kognitive, kommunikative und sozialpsychologische Herausforderungen begreift. Dem gegenwärtigen Demokratiediskurs wird der Krisenbegriff nicht gerecht. Es handelt sich vielmehr um die Bedrohung der demokratischen Ordnung, um deren Erhalt die aktuelle Bedrohungskommunikation kreist. Nach einem Blick auf den überstrapazierten Begriff der Zeitenwende und die Frage, um wessen Resilienz es eigentlich geht, wird die Notwendigkeit betont, schon jetzt zu konzipieren, wie es weitergehen soll, ohne sich dabei mit der Formel von der „Neuen Normalität“ zu beruhigen.
