Möglichkeiten und Auswirkungen einer Senkung der Lohnnebenkosten

Abstract

Die Lohnnebenkosten sind in Österreich relativ hoch. Dies liegt vor allem an den Arbeitgeberbeiträgen zur Sozialversicherung, an den lohnsummenabhängigen Abgaben und an den Ausfallzeiten. Eine Senkung der Lohnnebenkosten könnte die internationale Wettbewerbsfähigkeit verbessern, den Anreiz zur Schwarzarbeit etwas vermindern und die Substitution von Arbeitskräften durch Automatisierung verlangsamen – zumindest aus beschäftigungspolitischer Sicht ein wünschenswerter Effekt. Ein Spielraum zur Senkung der Lohnnebenkosten ergibt sich in den nächsten Jahren vor allem dadurch, daß zu erwartende Überschüsse der Fonds im Bereich der sozialen Sicherheit nicht für Ausgabensteigerungen, sondern für Beitragssenkungen verwendet werden könnten. Weitere Möglichkeiten zur Senkung der Lohnnebenkosten würde eine Verringerung der Ausfallzeiten bringen.
