Befunde zur finanziellen Nachhaltigkeit des luxemburgischen Pensionssystems

Abstract

Die Arbeit beleuchtet die Annahmen, die vom luxemburgischen Sozialministerium für die Berechnungen der finanziellen Nachhaltigkeit des allgemeinen Pensionssystems in Luxemburg bis 2070 verwendet wurden. Die sieben zentralen Annahmen, die den langfristigen Simulationen zugrunde liegen, werden auf der Grundlage empirischer Befunde auf ihre Plausibilität hin überprüft. Es zeigt sich eine schwache Fundierung der Annahmen zu Pendel- und Immigrationsströmen. Auch die Annahme eines Pro-Kopf-Produktivitätswachstums von 1,2% im Projektionszeitraum bis 2070 erscheint optimistisch. Des Weiteren sind mögliche Spannungsfelder zwischen den in der Simulation gemachten Annahmen und den im Nationalen Energie- und Klimaplan gesteckten ökologischen Zielen aufgezeigt.
