Abstract

Der Bericht bietet einen Rückblick auf die Entwicklung der Gemeindefinanzen in Österreich im Jahr 2021 und eine Vorschau auf die Jahre 2023 und 2024. Nach weitgehender Bewältigung der COVID-19-Gesundheitskrise zeichnete sich das abgelaufene Jahr 2022 durch unvorhersehbare geopolitische und ökonomische Entwicklungen aus, von denen die Gemeindeebene wiederum betroffen war. Hohe Inflationsraten sorgten zunächst für ein starkes Wachstum der Steuereinnahmen auch auf der Gemeindeebene. Die finanziellen Auswirkungen rapide steigender (Energie-)Preise, inflationsbedingtes Wachstum des Sach- und Personalaufwandes sowie das Ende der Phase niedriger Zinsen werden die Gemeinden aber auf der Ausgabenseite belasten.
