Abstract

Mit dem Nationalen Emissionszertifikatehandelsgesetz (NEHG 2022) wird in Österreich im Jahr 2022 eine CO2-Abgabe eingeführt, die auf fossile Brennstoffverbräuche außerhalb des geltenden Anwendungsbereichs des EU-Emissionshandelssystems (EU-ETS) eingehoben wird. Sie wird ausgehend von 30 € im Jahr 2022 schließlich 55 € je t CO2 im Jahr 2025 betragen. Zur Abfederung von besonderen wirtschaftlichen Mehrbelastungen sieht das NEHG 2022 Ausgleichsmaßnahmen vor. Eine davon bezieht sich auf eine in Anlage 2 des Gesetzes enthaltene Liste von Wirtschaftszweigen, die zur Vermeidung von Carbon Leakage und zur Erhaltung der Wettbewerbsfähigkeit, Entlastungen beantragen können. Eine weitere Ausgleichsmaßnahme zielt auf die Vermeidung von "besonderen Härtefällen" ab. Derartige Härtefälle sind Unternehmen, deren Energieaufwand für fossile Energieträger am Gesamtaufwand bzw. deren CO2-Abgabenlast im Verhältnis zur Wertschöpfung im Gesetz vorgesehene Grenzwerte überschreiten. Die vorliegende Evaluierung untersucht, in welchen Branchen solche besonderen Härtefälle zu erwarten sind. Dazu wurden quantitative und qualitative Methoden eingesetzt und Prognosen zur Energiepreisentwicklung bis 2025 erstellt.
