Anreizwirkungen ausgewählter Elemente im System der österreichischen Arbeitslosenversicherung

Abstract

Die vorliegende Studie untersucht ausgewählte Gestaltungselemente der österreichischen Arbeitslosenversicherung hinsichtlich ihres Potentials, die Aufnahme einer Erwerbstätigkeit zu fördern bzw. Arbeitslosigkeit zu verfestigen. Aufbauend auf ökonomischer Theorie sowie internationaler und nationaler empirischer Evidenz werden die Auswirkungen möglicher Reformszenarien (degressive Gestaltung der Nettoersatzrate, Wegfall der Zuverdienstmöglichkeit, Verbesserung der Betreuungsrelation) unter Berücksichtigung von Verhaltensänderungen simuliert. Im Fokus der Analyse stehen die Effekte auf die Zahl der Bezieherinnen und Bezieher, auf die Höhe der Existenzsicherungsleistungen und auf den Budgeteinsatz für die Arbeitslosenversicherung sowie die Systeme der Bedarfsorientierten Mindestsicherung (bzw. Sozialhilfe).
