Abstract

Die sich dynamisch entwickelnde internationale Verflechtung in Wissenschaft und Forschung bringt für Österreich neben großen Chancen auch substanzielle Risiken mit sich. Ergebnisse aus Forschung und Innovation entwickeln sich zu strategisch wichtigen Vermögenswerten, die im Sinne einer umfassenden Landesverteidigung eines angemessenen Schutzes bedürfen. In diesem Zusammenhang verdient die Einflussnahme durch Nicht-EU-Mitgliedsländer auf österreichische Hochschuleinrichtungen, Forschungsorganisationen und Förderagenturen besondere Aufmerksamkeit. Vor dem Hintergrund rezenter Initiativen der Europäischen Kommission und den Erfahrungen aus anderen EU-Mitgliedsländern im Bereich "Foreign Interference" werden aufbauend auf einer Bestandsaufnahme bestehender Erfahrungen und einschlägiger Initiativen in Österreich Handlungsempfehlungen für effektive Gegenmaßnahmen entwickelt.
