Makroökonomische Effekte des Handelskonflikts zwischen der EU und Russland

Abstract

Der aktuelle Handelskonflikt zwischen der EU und Russland, der eine Folge der politischen Destabilisierung der Ostukraine ist, kann angesichts der großen Bedeutung des Russlandexports beträchtliche Auswirkungen auf die österreichische Wirtschaft haben. Diese makroökonomischen Effekte beschränken sich nicht auf einzelne Güter, die unter die Sanktionen fallen. Sie sind vielmehr ein Ergebnis der generellen Verschlechterung der Handelsbeziehungen zwischen der EU und Russland. Unter der Annahme einer nur temporären Dämpfung von Export und Tourismus (Extrapolation der tatsächlichen Einbußen aller EU-Länder im 1. Halbjahr 2014, keine weitere Verringerung von Konsum und Investitionen) ergeben sich für Österreich Einbußen von rund 9.000 Arbeitsplätzen und von rund 0,6 Mrd. € an Wertschöpfung. Eine längerfristige Verringerung der Export- und Tourismusnachfrage (zusätzliche Reaktion von Einkommen und Konsum in den einzelnen EU-Ländern) würde die Beschäftigung in Österreich um 24.000 und die Wertschöpfung um 1,5 Mrd. € dämpfen. Sollte sich der Konflikt verschärfen (Exporteinbußen um ein Viertel höher als bisher), dann würde Österreich einen Verlust von 45.000 Arbeitsplätzen und von 2,9 Mrd. € an Wertschöpfung verzeichnen.
