FAMO – Fachkräftemonitoring. Regelmäßige Erhebung des Angebots und des Bedarfs an Fachkräften in der Grenzregion Ostösterreichs mit der Slowakei. FAMO I: Das Arbeitskräfteangebot im irregulären Sektor. Ein Vergleich der CENTROPE-Regionen Wien und Bratislava–Trnava

Abstract

Basierend auf den im Projekt "FAMO – Fachkräftemonitoring" durchgeführten Haushalts- und Unternehmensbefragungen analysiert die Studie das Arbeitskräfteangebot im irregulären Sektor (Schwarzarbeit) in Wien und den westslowakischen Regionen Bratislava und Trnava. Der Schwerpunkt liegt – neben einer Schätzung der Größe des irregulären Arbeitskräfteangebotes – auf den sozioökonomischen Determinanten der Bereitschaft zur Schwarzarbeit sowie der Wahrnehmung dieser Bereitschaft durch Unternehmen in Wien und Bratislava bzw. Trnava. Demnach ist die Bereitschaft, im Inland einer Tätigkeit im irregulären Sektor nachzugehen, in Wien signifikant höher als in den untersuchten Regionen der Slowakei. Vor allem Kleinst- und Kleinbetriebe sowie Einzelbetriebe und Unternehmen der Baubranche gaben an, mit einer höheren Bereitschaft zur Schwarzarbeit konfrontiert zu sein. Die Ergebnisse zeigen nicht nur eine beträchtliche Bereitschaft zur Schwarzarbeit in Wien und der Westslowakei, sondern auch eine relativ hohe Toleranz gegenüber irregulären Aktivitäten in der Bevölkerung, zumindest wenn sowohl das Angebot als auch die Nachfrage von Privatpersonen ausgehen.
