ESF-Ziel 3 aus der Sicht der Maßnahmenträger

Abstract

Im Rahmen der Evaluierung der Ziel-3-Maßnahmen des Europäischen Sozialfonds in Österreich führte das IHS eine repräsentative Befragung von Institutionen durch, die im Auftrag des Arbeitsmarktservice Maßnahmen für Arbeitslose umsetzen. Die Ergebnisse vermitteln einen Überblick über die Trägerlandschaft und die Umsetzungsbedingungen aller arbeitsmarktpolitischen Maßnahmen des Jahres 2002. Die Informationen beziehen sich auf die Konzeption und Abwicklung der angebotenen Maßnahmen, die Auswahl der Teilnehmer, die Rahmenbedingungen der Teilnahme sowie die trägerinterne Bewertung der Maßnahmen (Zusammenarbeit mit dem Arbeitsmarktservice, Teilnehmerstruktur, Stärken und Schwächen der Maßnahme). Die Trägerinstitutionen verfügen demnach über einen gewissen Gestaltungsspielraum in der Abwicklung der Maßnahme; die konkrete Ausgestaltung der Rahmenbedingungen beeinflusst die Zugangschancen unterschiedlicher Gruppen von Arbeitslosen und die Effektivität der Maßnahmen wesentlich.
