Dynamisierung der Pensionen: Nettoanpassung versus Inflationsabgeltung

Abstract

Die jährliche Erhöhung der Bestandspensionen orientiert sich an der Nettolohnentwicklung. Neben den strukturellen Stärken und Schwächen dieser Nettoanpassung analysiert die Studie die Auswirkungen der Nettoanpassung auf die Kaufkraft der Pensionen für die Vergangenheit. Gemäß der Simulation verschiedener Szenarien mit dem WIFO-Pensionsmodell dämpfen ein Wechsel von der Nettoanpassung zum zweiten Pensionsanpassungsprinzip – der Inflationsabgeltung – sowie die Pensionsreform 2003 und eine Erhöhung der Erwerbsquote bis 2030 auf 80% die Ausgaben und das Defizit des ASVG-Pensionssystems in Relation zum BIP teils beträchtlich.
