Institutionelle Rahmenbedingungen an der Schnittstelle zwischen Arbeitsmarkt- und Sozialpolitik in der EU

Abstract

Der Wandel der Arbeitsmärkte, insbesondere die Zunahme alternativer Beschäftigungsformen, und die vermehrte Beschäftigung in Niedriglohnbereichen sowie im informellen Sektor höhlen die Einnahmenbasis des Staates aus. Zugleich ziehen die Alterung der Gesellschaft und die zunehmende Verarmung bestimmter Gruppen Ausgabensteigerungen im Sozialbereich nach sich. Um eine adäquate soziale Versorgung der Bevölkerung sicherzustellen und gleichzeitig die Integration in den Arbeitsmarkt anzuheben, ist die EU um eine Effizienzsteigerung der Sozial- und Arbeitsmarktsysteme bemüht. Dem Zusammenspiel zwischen Wirtschafts-, Beschäftigungs- und Sozialpolitik kommt dabei eine Schlüsselrolle zu. Die Studie analysiert die Schnittstellen zwischen dem Arbeitsmarkt und der Sozialpolitik, deren Wechselbeziehungen und unterschiedliche Motivationsmuster in den verschiedenen Wohlfahrtsmodellen. Anhand einer Vielzahl von Arbeitsmarktindikatoren wird die Rolle des Wohlfahrts- und Steuersystems im Prozess der sozioökonomischen Ausgrenzung von Bevölkerungsgruppen deutlich gemacht.
