Abstract

Содержанием настоящего доклада является попытка построения целостной теории рынков «опекаемых благ», охватывающей совокупность товаров и услуг, производство и потребление которых связано с государственной активностью. Ключевой задачей исследования является выделение характерных признаков таких товаров и услуг и построение на базе принципов Экономической социодинамики модели рыночного равновесия, учитывающей как индивидуальные преференции, так и феномен общественной опеки этих особенных благ. В первой главе - «Опекаемые блага» и их место в экономической теории» — рассмотрены основные характеристики рынков товаров и услуг, генерирующих рыночные провалы, продуктов «баумолевской экономики», общественных и мериторных благ. Во второй главе — «Социодинамическое описание рынков "опекаемых благ"» — сформулированы критерий принадлежности товаров и услуг к классу «опекаемых благ», универсальный мотив общественной опеки и предельные условия равновесия для таких рынков. Кроме того, в докладе рассмотрены некоторые прикладные аспекты предложенной теории, в иных тонах освещающие закономерности функционирования общественного сектора и непосредственно государственную активность, указывающие на необходимость принципиального пересмотра основ социальной политики. The content of this report is an attempt to construct a holistic, or coherent, theory of markets of "the patronized goods", embracing the totality of goods and services, the production and consumption of which is due to the state activity. A key objective of the study is to distinguish the characteristic features of such goods and services, and construction of a model of market equilibrium, based on the principles of the Economic Sociodynamics , taking into account both the individual preferences and the phenomenon of social guardianship of these special goods. In the first chapter called "The Patronized Goods And Their Place In The Economic Theory" the main characteristics of the markets of goods and services were considered and examined, generating market failures, the products of "Baumol economics" , public and meritorious goods. In the second chapter, which is called - "The Sociodynamic Description Of The Markets Of " Patronized Goods "- the criterion of belonging of goods and services to the class of "patronized goods” was formulated as well as the universal motive of public guardianship and limiting, or marginal, conditions of equilibrium for such markets. Besides, in addition, the report considers and discusses some applied aspects of the proposed theory, in other colors covering laws and patterns, governing the functioning of the public sector, and directly the state activity, indicating the need for a fundamental revision of the bases of social policy.
