Abstract

Algunas de las funciones de los organismos reguladores de servicios públicos han sido melladas o al menos amenazadas. Asimismo, los reguladores han mostrado cierta discrecionalidad durante su proceso de aprendizaje, y algunos de ellos han enfrentado problemas para regular a las empresas públicas. En este contexto, diversos expertos precisan la problemática regulatoria, tanto general como particular a cada sector, y plantean líneas de acción concretas para fortalecer el sistema regulatorio.
