Avanzando hacia el aseguramiento universal: ¿cómo lograr proteger la salud de personas de ingresos medio bajo y bajo?

Abstract

En este trabajo se estima la disposición a pagar y la demanda potencial en Lima Metropolitana de los usuarios potenciales no pobres de seguros similares a SiSalud, los cuales están concentrados en los niveles de ingresos medio bajo y bajo. La hipótesis de la investigación es que el Estado podría ofrecer planes de aseguramiento contributivo a personas con esos ingresos, de manera que accedan a cobertura en salud a cambio de una prima que permita cubrir los costos fijos y variables de sus atenciones. De esta manera, se avanzaría hacia el gran proyecto de aseguramiento universal, con una mayor masa de aportantes que permita disminuir los costos unitarios de producción. Se tendría un sistema de subsidio público para las personas pobres y un esquema de aseguramiento contributivo para aquellos que pueden aportar los costos de los servicios.
