Neu-Keynesianismus – der neue wirtschaftspolitische Mainstream?

Abstract
Die neunziger Jahre erlebten in Europa die wirtschaftspolitische Dominanz eines neu-monetaristischen oekonomischen Paradigmas, das auch die Architektur der Europaeischen Waehrungsunion wesentlich praegte: Unabhaengige Zentralbanken sind demnach einzig und allein auf das Ziel der Preisniveaustabilitaet zu verpflichten und koennen dieses Ziel ohne realwirtschaftliche Kosten erreichen. Fiskalpolitik ist realwirtschaftlich langfristig ineffektiv und muss zwecks Vermeidung von politisch induzierten Stoerungen klaren Konsolidierungsregeln unterworfen werden. Die gleichgewichtige Arbeitslosigkeit wird durch die Arbeitsmarktstrukturen angebotsseitig bestimmt. In juengerer Zeit scheint die Dominanz des Neu-Monetarismus jedoch ins Wanken geraten zu sein: Zumindest in den USA ist eine Hinwendung sowohl der akademischen Zunft als auch der wirtschaftspolitischen Praxis zum Neu-Keynesianismus zu beobachten. Es stellt sich die Frage, ob sich mit dem Neu-Keynesianismus ein neuer wirtschaftspolitischer Mainstream herausbildet, der wieder einer staerker interventionistischen Orientierung folgt. Und wenn ja, ist ein solcher wirtschaftspolitischer Mainstream dann in der Lage, das neu-monetaristische Paradigma auch in Deutschland und Europa abzuloesen und hier zu einer aktiven makropolitischen Bekaempfung von Arbeitslosigkeit und Wachstumsschwaeche beizutragen? Die Aufsaetze des vorliegenden Sammelbandes versuchen Antworten auf diese Fragen zu geben.Suggested Citation
