Crecimiento y competitividad: los desafíos de un desarrollo inteligente

Abstract

España avanza hacia el final de 2014 por un camino en el que se observan señales positivas de corrección de los desequilibrios que han agravado la crisis y de recuperación de la actividad. Al mismo tiempo, se hacen más evidentes los enormes desafíos a los que hemos de responder para desplegar un modelo de desarrollo inteligente y sostenible El reto es desarrollar un patrón de progreso en el que se combinen, equilibradamente, tres grandes vectores: • Un crecimiento basado en la capacidad de competir y respetuoso con el medio ambiente. • Unos ritmos de generación de empleo suficientes para absorber el enorme volumen de paro acumulado. • Un funcionamiento de las políticas públicas capaz de conjurar los riesgos más graves de exclusión social y de ofrecer servicios de calidad. Estas aspiraciones representan metas difíciles pero solo lográndolas será probable recuperar la confianza de la sociedad en las posibilidades de mejora colectiva, gravemente dañada en estos años de crisis económica e institucional. Identificar los rasgos básicos del nuevo patrón de desarrollo, analizar los obstáculos que pueden dificultar la consecución de las metas y señalar que palancas pueden facilitar los avances es el propósito de este Informe Fundación BBVA-Ivie 2014, cuarto de la serie iniciada en 2011.
