El debate sobre la banca central independiente: el caso colombiano

Abstract

La Constitución colombiana sufrió modificaciones sustanciales en 1991. Una de ellas fue la referente a su institucionalidad monetaria. La idea de cambiar el sistema vigente por uno más independiente del Ejecutivo encontró su apoyo teórico en los nuevos enfoques económicos, y su viabilidad política en la Asamblea Nacional Constituyente, convocada en 1991 para reformar la Constitución. Ese paso de un sistema dividido de banca central, Junta Monetaria-Banco de la República, en el cual la política monetaria y crediticia era manejada por el Ejecutivo, a uno de banca central independiente, ha dado lugar a un amplio debate que ha tenido ingredientes técnicos, políticos y hasta simpatías o antipatías personales.
