Abstract

En la Universidad Externado tenemos una tradición en abrir foros para que se discutan proyectos de ley y regulaciones. No podía ser distinto en esta ocasión en que el Gobierno ha anunciado que revisará el esquema de las superintendencias, por lo que hemos convocado este foro buscando que los académicos, el Gobierno y los representantes de los gremios tuvieran un lugar para expresar sus opiniones. Dentro de la metodología que hemos programado la participación de ustedes va a ser muy importante. En el diseño del formato hemos tratado de guiar a los conferencistas a que se concentren en tres preguntas: cuál es la propuesta que trae cada conferencista; cuál es la estructura de entidades del Estado que ellos estarían definiendo en cada sector, y cuáles son las funciones que le asignarían a cada una de esas entidades, bien sea de regulación, bien sea de inspección, vigilancia o control; y la respectiva justificación de todos estos aspectos.
