Abstract

Biomass-derived fuels are emerging as a significant alternative to fossil fuels, aiding East Asia Summit (EAS) member countries in achieving their Net Zero economy goals. However, the sustainability and profitability of biomass production and its conversion into transport fuels rely heavily on government support and subsidies. Governments are making various regulatory efforts to maximise the benefits of biomass while minimising its negative impacts on food, water, and energy security, land use, and climate change. As such, evaluating the Water-Energy-Food-Land-Climate (WEFLC) Nexus is essential to ensure the sustainable use of biomass feedstocks. This report presents a meta-policy analysis to ensure effective implementation of WEFLC initiatives in EAS countries. Resolving conflicting policies, such as those surrounding land-use regulations and bio-energy production targets, is crucial for integrated and sustainable outcomes. Moreover, the report underscores the importance of improving data sharing and fostering collaborative planning amongst government agencies, the private sector, and other relevant organisations.
