Economie circulaire au Quebec: opportunites et impacts economiques

Abstract

Le concept de l'economie circulaire (EC) gagne en popularite a l'international malgre le fait qu'il ne soit pas interprete ou applique uniformement. Cette revue de litterature internationale scientifique et grise sur le sujet est un premier ouvrage de recherche sur l'economie circulaire comparant les initiatives quebecoises aux initiatives internationales. Elle demontre ensuite les retombees economiques theoriques associees au concept d'economie circulaire. Ce rapport debute par une introduction au concept de l'economie circulaire et une description de cinq strategies et d'outils de mise en oeuvre. La revue de litterature survole dans un premier temps les politiques existantes de quatre pays, dont deux pays europeens, ainsi que les strategies de gouvernance de ceux-ci. Plusieurs freins et leviers decoulent de la mise en œuvre de ce paradigme economique complexe. Dans un premier temps, les politiques et instruments economiques sont recenses et integrent le contexte quebecois, positionnant la province canadienne parmi les grands joueurs de l'EC. Par la suite, de nombreux freins et leviers de la litterature sont repertories, touchant les themes de l'innovation, de la technologie, de l'economie, des comportements d'acteurs economiques, de l'education et de la formation, sans oublier les influences de la physique. L'analyse de plus de sept etudes europeennes demontre subsequemment les potentiels economiques et environnementaux et l'evidence qu'une methodologie d'etude permettra d'evaluer les retombees potentielles d'une transition circulaire au Quebec.
