Abstract

Abstract This book discusses the experiences and lessons learned in the process of designing and implementing small projects focusing on young people in socially and economically vulnerable situations in rural and urban areas. The analysis draws on presentations and discussions that took place at a meeting held at the headquarters of the United Nations Economic Commission for Latin America and the Caribbean, in Santiago, Chile, from 8 to 11 November 1999. The meeting was attended by 40 young people from four countries (Argentina, Chile, Paraguay and Uruguay), representing 20 youth projects. The articles address their subject from three perspectives. The first is the conceptual and technical framework of the project focus, in which particular importance is attached to the need to ensure that such projects reflect the young People's own aspirations for change rather than allowing those aspirations to be interpreted as filtered by adults. The second perspective is an analysis of the challenges and strengths of the projects in relation to the youth problems and sectoral priorities they are intended to address, especially social participation, employment, education and health. The third perspective deals with concrete experiences illustrating the factors that either facilitate or stand in the way of project implementation.
