Abstract

Este trabajo, basado en el análisis de modelos y proyectos, algunos exitosos y otros fallidos, intenta aportar algunas ideas en este sentido. Para ello se han agrupado las reflexiones en cuatro grupos: i) el mercado global, ii) los riesgos críticos, iii) la legitimidad, y iv) los incentivos, y se han asociado alrededor de un conjunto de lecciones aprendidas y recomendaciones. El punto de partida, común a todas ellas es que los modelos y los planteamientos no pueden traspasarse de forma automática de un país o región a otro, ni siquiera de un sector a otro en un mismo país. El entorno institucional, jurídico, económico-financiero y social condiciona totalmente, y cualquier solución debe implementarse atendiendo a las condiciones de contorno.
