Internationale Wanderungen von Humankapital und wirtschaftliches Wachstum

Abstract

Internationale Wanderungen von Humankapital haben sowohl Auswirkungen auf das Wachstum der aufnehmenden Volkswirtschaft ("brain gain") als auch der abgebenden Volkswirtschaft ("brain drain"). Dabei sind die Wachstums- und Wohlfahrtswirkungen in den einzelnen Ländern unterschiedlich und jeweils abhängig von den unterschiedlichen Migrationspolitiken. Dieses wird in Modellen, die der endogenen Wachstumstheorie mit technischem Fortschritt angehören, formal und ökonomisch interpretativ analysiert. Besondere Auswirkungen auf das Wachstum der abgebenden Volkswirtschaft haben selektive Immigrationsbestimmungen, da sie entweder den Imitationsprozess oder den eigenen endogenen technischen Fortschritt beeinflussen. Der global zunehmende Wettbewerb um hoch qualifizierte Arbeitskräfte, der in selektiven Immigrationsbestimmungen zum Ausdruck kommt, gefährdet insbesondere die weniger entwickelten Länder in ihrem Aufholprozess, sodass letztlich die Wohlfahrtsdifferenzen zwischen entwickelten (aufnehmenden) und weniger entwickelten (abgebenden) Volkswirtschaften erhalten bleiben oder sogar zunehmen.
