Neue Ansätze der Wirtschaftspolitik in offenen, dezentral strukturierten Volkswirtschaften

Abstract

Der Verfasser vertritt die These, dass für die diagnostizierte Fehlallokation ökonomischer Ressourcen in Deutschland insbesondere der Mangel an problemadäquaten Entscheidungsregeln über den Einsatz der zur Zielerreichung benötigten Mittel verantwortlich ist. Es sind innovative Prozesse und Institutionen gefragt, die die Problemlösungsfähigkeit der Wirtschaftspolitik in einer sich rasch verändernden Umwelt verbessern. Auf der Basis theoretisch abgeleiteter Maßstäbe müssen neue Ansätze der Wirtschaftspolitik bei einer "arenaorientierten Wirtschaftspolitik" ansetzen. Dabei sind Verhandlungs- und Abstimmungsprozesse und institutionelle Lösungen zu berücksichtigen. Solche wirtschaftspolitischen Innovationen schaffen die Rahmenbedingungen, um neue Problemlösungsfähigkeiten zu entwickeln. Die Wirtschaftspolitik muß zudem beachten, daß die Fokussierung auf den Nationalstaat in offenen, dezentral strukturierten Volkswirtschaften nicht mehr ausreicht. Dazu entwickelt Harald Proff die Konzeption der "Mehrebenenwirtschaftspolitik" und untersucht ihre Interaktion mit der arenaorientierten Wirtschaftspolitik.
