Abstract

Das vorliegende Buch möchte den Leser mit grundlegenden Fragen der Umweltökonomie vertraut machen. Dennoch ist es nicht lediglich ein weiteres Einführungswerk. Der Begriff »Grundlagen« bezieht sich auf das institutionelle Fundament des effizienten Natur- und Ressourcenschutzes - die Ausgestaltung von Verfügungsrechten und die sozialen Mechanismen der Allokationssteuerung. Die kritische Auseinandersetzung mit umweltökonomischen Denktraditionen verweist auf analytische Mängel des Externalitätsbegriffs, der Verhandlungslösung nach Coase und der Pigou-Steuer. Als weiterführender Ansatz wird ein institutionell fundiertes Verständnis der Umweltökonomie vorgestellt. Dieses wird durch die Konzeption umweltpolitischer Strategien konkretisiert und ergänzt. Die traditionelle Typologie umweltpolitischer Instrumente wird dabei verworfen, da sie der Komplexität physischer, räumlicher und institutioneller Aspekte nicht hinreichend Rechnung tragen kann. Alternativ wird der »Dekompositions-Ansatz« entwickelt. Dieser beschreibt vier konstituierende Elemente umweltpolitischer Strategien: den ökonomischen Steuerimpuls, die technische Ansatzstelle, den Adressaten und die räumliche Ausgestaltung umweltpolitischer Maßnahmen.
