Vers l'administration gouvernementale électronique : analyse du succès d'un projet

Abstract

"A clear success! Unprecedented participation levels! A fruitful partnership!" Such statements are a pleasure to hear, whatever the project in question or the context in which it took place. When these comments describe a project that allowed an organization to fundamentally transform its employees' and clientele's way of doing business by implementing state-of-the-art technology, and when this involved a joint effort of a government administration and a private firm, these testimonials are no longer simply delightful, they are (we must admit) astonishing. They are, however, remarks that were made following the establishment of the register of personal and movable real rights (RPMRR) at Québec's Ministère de la justice. This system, which consolidates information that was previously scattered throughout more than 200 different registers, has won several prizes, including one for Security awarded during the first Gala du commerce électronique, and the Treasury Board's Hommages 2000 prize to large organizations. Any attempt to identify a single explanation for this project's success would be futile. As the end result makes clear, it was the harmonious marshalling of assorted elements that allowed the delivery of a system to make its proponents proud: A clear vision of the role of information technology in public administration, the establishment of a completely original structure for the project team, professional and innovative project management, and eclectic personal and professional skills all played essential and complementary roles in the project's success. (This book is written in French) « Un franc succès ! Une adhésion sans précédent ! Un partenariat réussi ! » Voilà des constats qui font plaisir à entendre, quel que soit le projet dont il est question ou le contexte dans lequel il se déroule. Lorsque ces constats portent sur un projet qui a complètement transformé les façons de faire des employés et des clients d'une organisation, qui a mis en place une technologie de pointe et qui s'est déroulé en contexte d'administration gouvernementale en partenariat avec une firme privée, les constats sont non seulement réjouissants, ils sont, il faut l'avouer, étonnants. Ce sont pourtant ces constats qui ont été faits suite à la mise en place du Registre des Droits Personnels Réels et Mobiliers (RDPRM) au Ministère de la justice du Québec. Le système qui centralise de l'information qui était auparavant répartie dans plus de 200 registres différents s'est mérité plusieurs prix, dont celui de la «Sécurité» remis lors du 1er Gala du commerce électronique, et le prix Hommages 2000 aux grandes organisations remis par le Conseil du trésor. Il serait vain de tenter d'identifier un facteur unique qui expliquerait le succès de ce projet. Comme le démontre cet ouvrage, c'est plutôt l'harmonieux agencement de certains éléments qui a permis la livraison d'un système dont les promoteurs peuvent être fiers : une vision claire du rôle des technologies de l'information dans l'administration publique, la mise en place d'une structure d'équipe de projet tout à fait originale, une gestion de projet professionnelle et novatrice, des habiletés personnelles et professionnelles variées ont joué des rôles essentiels et complémentaires dans le succès du projet.
