Die Ermittlung des Berichtskreises am Beispiel der Sonderbereiche im Zensus 2022

Abstract

Wie ist der Berichtskreis einer primärstatistischen Erhebung der amtlichen Statis tik aufzubauen und zu pflegen, wenn dieser zu Beginn noch vollständig unbekannt ist? Diese Problematik beleuchtet der folgende Artikel am Beispiel der Erhebung an Sonderbereichen des Zensus 2022. Sie startete ohne Datengrundlage und hatte eine Vollerhebung der Personen in Wohnheimen und Gemeinschaftsunterkünften in Deutschland zum Ziel. Anhand der einzelnen Schritte von der Recherche, der Daten haltung und pflege bis zur Qualitätssicherung und Aktualisierung sowie Verknüpfung mit anderen Datenbeständen wird gezeigt, wie der Berichtskreis der Erhebung aufge baut und aktuell gehalten wurde.
